A brief explanation of the affect region modifier and a possible use.

The affect region modifier allows you to deform a surface by moving a vertice, which influences the vertices on that surface. Vertices that are closer to the control vertice deform more than vertices further away, this can be adjusted by altering the falloff attribute. At first glance it appears to be very similar to soft selection, but has the addition of pinch and bubble attributes to further modify the deformation.

Above is the result of applying an affect region modifier to a polygonal plane of 128x128 subdivisions. A small amount of pinch and bubble have also been applied to create a frozen splash effect.

You can create a rubber sheet bounce effect by keyframing changes you make to the control points position, falloff and pinch/bubble values.
